Assembly/AU/3 (X) Page 16 two decrees establishing the Dialogue Preparatory Committee and appointing its members; and following its formal inauguration on 18 December 2007, the Committee started deliberations. The AU was invited to take part in the dialogue. 73. For its part, and pursuant to PSC Decision of 7 December 2006, the Commission continued to deploy effort in support of reconstruction and consolidation of peace in the country. On this score, the Commission organized, on 19 October 2007, in Addis Ababa, in conjunction with the African Development Bank (ADB) and the UN Economic Commission for Africa (ECA), an African Solidarity Conference in favour of the CAR, with Member States and ECCAS in attendance. The Commission also participated in the CAR development partners’ Round Table held in Brussels on 26 October 2007. The Round Table helped mobilize substantial support for implementation of the Poverty Reduction Strategy Paper adopted by the Government of the Central African Republic in September 2007. i) Multidimensional Presence in CAR and Chad 74. On 25 September 2007, the Security Council, by its Resolution 1778 (2007), approved the establishment in Chad and the Central African Republic, of a multidimensional presence intended to help create the security conditions conducive to a voluntary, secure and sustainable return of refugees and displaced persons. The Council decided that the multidimensional presence shall include, for a period of one year, a United Nations Mission in the Central African Republic and Chad (MINURCAT). Meanwhile, the Security Council authorized the European Union to deploy, for a period of one year, an operation (known as EUFOR Chad/CAR) to support the MINURCAT. Moreover, the Security Council encouraged the Government of Chad to establish a “Police tchadienne pour la protection humanitaire (PTPH) – Chadian Police for Humanitarian Protection”. The Resolution was adopted in a context marked by a disturbing security situation in both Eastern Chad and NorthEastern CAR, giving rise to an acute humanitarian crisis. 75. As part of implementation of Resolution 1778 (2007) a number of police and military liaison officers and other civilian personnel of MINURCAT have already been deployed in the field. The Mission is working together with the Chadian Government for the establishment of the PTPH. However, there has been some delay in the constitution of the EUFOR Chad/CAR. In his report on the MINURCAT dated 17 December 2007, the United Nations Secretary General stated that this delay could affect the deployment of the MINURCAT. j) Liberia 76. The period under review witnessed further progress in the efforts to consolidate peace and reconstruct Liberia, as it emerges from years of conflict and devastation. On 13 November 2007, the World Bank decided to clear Liberia’s outstanding arrears, while the International Monetary Fund (IMF) announced that it had secured sufficient financial pledges from member countries to allow it to provide debt relief to Liberia. As indicated by the International Contact Group on Liberia, in a statement issued on 16 December 2007, these developments are important steps towards a comprehensive solution to Liberia’s unsustainable external debt burden and reflect the international community’s continued strong support for the
