DECIDES to recognize the African Diaspora as a substantive entity contributing to the economic and social development of the Continent, and to invite its representatives as observers to sessions of the Assembly of the African Union; 2. REQUESTS the African Union Commission to report to the Ordinary Session of the Assembly in January 2013 through the Executive Council.
