DECISION ON THE SCALE OF ASSESSMENT AND IMPLEMENTATION OF
ALTERNATIVE SOURCES OF FINANCING THE AFRICAN UNION
The Assembly,
1.
ENDORSES the report of the Executive Council on the scale of assessment and
implementation of the alternative sources of financing the African Union and the
recommendations thereto;
2.
REQUESTS the Executive Council through its Committee on Contributions and
Scale of Assessment to continue to develop modalities for the implementation of
the Alternative Sources of Financing the African Union and report on progress to
the next Ordinary Session of the Assembly in July 2016;

WELCOMES:

i)
The initiative of Angola to be assessed at eight per cent (8%);
ii)
The decision of the Republic of Cote d’Ivoire to increase its assessed
contribution to three per cent (3%);
iii)
The decision of Federal Democratic Republic of Ethiopia to increase its
assessed contribution to four per cent (4%);
iv)
The decision of Republic of Kenya to increase its assessed contribution to
four point one per cent (4.1%);
v)
The decision of the Republic of Chad to increase its assessed contribution
to United States Dollars (US$) 1.6 Million.
DECIDES that:
i)
All the other Member States will be assessed as per Decision
Assembly/AU/Dec.578(XXV) adopted by the 25th Ordinary Session of the
Assembly held in Johannesburg, South Africa in June 2015; and that;
ii)
The attached table on the revised Scale of Assessment will form an integral
part of this decision.
5.
EXPRESSES ITS GRATITUDE to Member States that have volunteered to share
the four per cent (4%) gap of the Scale of Assessment in a spirit of African
solidarity and ENCOURAGES Member States to pay their contributions to the
Union budget in a timely manner;
6.
REQUESTS the Commission to organise a Retreat of Heads of State and
Government, Ministers of Foreign Affairs and Ministers of Finance to examine the
