TAKES NOTE of the recommendations of the Executive Council to defer consideration of the 2012 budget until after the Malabo Summit; 2. DELEGATES its power to adopt the 2012 budget to the Executive Council; 3. AUTHORIZES the Executive Council to convene an extraordinary session in September 2011 to consider and adopt the said budget.
