LIBERATION COMMITTEE
The Assembly of Heads of State and Government meeting in its Second Ordinary
Session in Accra, Ghana, from 21 to 25 October 1965,
Considering the report of the Administrative Secretary-General,
Having studied the report of the Liberation Committee,
Having heard the important statement of the head of the delegation of the United
Republic of Tanzania,
Having studied at length all the questions related to the structure and the
functioning of the Liberation Committee as well as the difficulties of every kind which it
encounters, especially as regards finance,
1. CONGRATULATES the Co-ordinating Committee for the Liberation of
Africa on the efforts made in the Service of liberating Africa;
2. THANKS WARMLY the President, Government and people of the United
Republic of Tanzania for the generous assistance accorded to the committee;
3. URGENTLY APPEALS to those Member States that have not yet paid their
contributions to the Special Fund for the past year to do so without delay and
emphasizes the importance and urgency of contributions for the current year
being paid before January 1966;
4. CONTINUES to consider it an urgent and prime necessity to achieve a united
front of the Liberation movements in each territory;
5. DECIDES to maintain the Executive Secretariat of the Liberation Committee
which is administratively responsible to the OAU General Secretariat in its
appointed task of implementing efficiently, rapidly and dynamically the
decisions of the political authorities of the OAU in respect of decolonizaton;
