Assembly/AU/5 (X) Page 7 new dispensation in Member Countries (e.g. end of term and elections) raises the issue of Membership and particularly Chairmanship with the case of Nigeria. The lack of feedback from Countries also calls for dialogue on the future of the initiative. However, with an increasing interest and support from Development partners and UN bodies, issues regarding human and financial capacity will hopefully cease to be obstacles to the work of the Secretariat and thus of AWA. RECOMMANDATIONS 15. It is critical to seriously consider the future of this important and potentially useful initiative. These issues include: (i) (ii) (iii) (iv) (v) (vi) (vii) AWA Membership: should it remain the current 8 and Chairperson of the AU Commission, include all Heads of State and Government or selected members from all regions of the AU? Chairperson of AWA: Should this be on rotational basis like the AU Assembly? The role of the Chairperson of the AU Commission: Should this be coordinated from the Bureau of the Chairperson or the Department of Social Affairs? Is a Special Envoy of the AU Commission Chairperson required or should other existing envoys be utilised for advocacy? The AWA Advisors: Need to express more interest in carrying forward the responsibilities allocated to their Heads of State and Government, and to report every 6 months to the Secretariat. They should urge respective Heads of State or Government to play their role more visibly. The AU Commission should provide human and financial resources for AWA Secretariat, and interact regularly with the Advisors. If AWA cannot rejuvenate then it could be dissolved and HIV/AIDS coordinated like any other programme of AU, as is being done anyway. AWA Advisors had proposed a prize for H.E. the former President Obasanjo, for his efforts in Health promotion, particularly the fight against HIV/AIDS, TB and Malaria in Africa. I had been advised that this be effected when AWA Members meet. There is a need for confirmation on what to do. 16. Answers to these queries should lead to recommendations on the way forward.
