COMMUNIQUE OF THE 39TH MEETING OF THE PEACE
AND SECURITY COUNCIL
The Peace and Security Council (PSC) of the African Union (AU), at its 39th
meeting held on 30 September 2005, adopted the following decision on the 4th
Brainstorming Retreat of the PSC and other Permanent Representatives to the AU, held
in Durban, South Africa, on 4 and 5 September 2005, on the Development of a
Framework on Post-Conflict Reconstruction and Development in Africa:
Council,
1.
Recalls the decision of the AU Executive Council, meeting in Sirte, Libya, in July
2005 (Decision EX.CL/191(VII), which mandated the development of an AU policy on
post-conflict reconstruction based on the relevant provisions of the PSC Protocol and
the experience gained thus far on the continent;
2.
Commends the initiative of South Africa, as Chair of the PSC for the month of
September 2005, and the Commission, facilitated by SaferAfrica, to convene the 4th
Brainstorming Retreat, in Durban, South Africa, to discuss the development of a
Framework for post-conflict reconstruction and development;
3.
Endorses the report and outcomes of the Brainstorming as laying the foundation
for the development of such a Framework;
4.
Welcomes the initiative by the Commission to convene a meeting of Technical
Experts, in early November, to be followed by a meeting of experts from Member
States, in early December, with a view to enriching the draft Framework.
5.
Decides to remain seized with and contribute in the process of elaborating a
policy framework on post-conflict reconstruction and development and in all related
activities of the AU.
