PSC/PR/COM MM.(CCXCIX X)    Page e 1      COMM MUNIQUÉ      Th he Peace an nd Security C Council of the African Un nion (AU), att it 299th meeeting held o on  22 Novem mber 2011,  adopted thee following  decision on  the operationalization  of the AU‐leed  Regional  Cooperattion  Initiative  again nst  the  Lord’s  Ressistance  Army  A (LRA A):    Council,    1. Taakes  note of  the  re eport  of  th he  Chairperson  of  th he  Commisssion  on  th he  operationalization  of  o the  AU‐‐led  Region nal  Cooperaation  Initiattive  againstt  the  Lord d’s  Resistancce  Army  [PSSC/PR/(CCXC CVIX)].  Coun ncil  also  take es  note  of  tthe  statemeents  made  by  b the  reprresentatives  of  affected d  countries,,  the  Econo omic  Community  of  Ceentral  Africaan  States (ECCAS), the EEuropean Un nion (EU) and d the United d Nations;    2. Recalls the reelevant provvisions of the Plan of Acction adopteed by the Sp pecial Sessio on  of  the  Assembly  A off  the  Union n  on  the  cconsideration n  and  Reso olution  of  Conflicts  C [SP P/  SSEMBLYY/PS/MAP(I)],  held  in  Tripoli,  o on  31  Auggust  2009,  as  well  as  decision ns  Assemblyy/AU/Dec.29 94 (XV).2 an nd Assemblyy/AU/Dec.36 69 (XVII) ado opted by thee Assembly o of  the Union at its 15th and 17th Ordinary Sessions, held reespectively in n Kampala, U Uganda, from m  ne to 1 July 2 2011. Counccil  25 to 27  July 2010, aand in Malabo, Equatorrial Guinea, ffrom 30 Jun also  recaalls  Press  Statement  PSC/PR/BR  (C CCXCV)  ado opted  at  its  295th  meetting,  held  27  2 Septemb ber 2011. Council further recalls the statementss of the UN SSecurity Council of 21 July  and 14 N November 20 011 related tto the LRA;   3. Exxpresses,  once  again,  its  deep  co oncern  abou ut  the  conttinuation  of  the  criminal  activitiess of the LRA  and the ressulting seriou us humanitaarian conseq quences, as  well as abou ut  the threaat that this situation posses to region nal security aand stability;;    4. Co ommends  the  t countriees  of  the  region  for  the e  cooperatio on  they  havve  developeed  amongst  themselvees,  as  well  as  for  theeir  cooperation  with  tthe  Commission  in  th he  ns on the LR RA, particulaarly the convvening of th he  implementation of the relevant  AU decision two  ministerial  mee etings  held  in  Bangui,  Central  African  Republlic,  and  in  Addis  A Ababa,  14 October 2 2010 and 8 JJune  2011, rrespectively;;  Ethiopia, on 13 and 1   5. D Decides,  pursuant  to  the  request  o of  the  Assem mbly  of  thee  Union,  as  contained  in  decision  Assembly/A AU/Dec.369  (XVII), to au uthorize, as  an AU initiaative with th he support o of  mmunity, th he implemen ntation of th he Regional C Cooperation n Initiative fo or  the interrnational com the Elimination of the LRA (RCI‐LLRA), as desccribed in parragraphs 16 to 19 of the report of th he  Chairpersson  of  the  Commission n,  for  an  inittial  period  of  o six  (6)  months,  m startting  from  th he  adoption n of the pressent decision, with the mandate, in n conformityy with the C Conclusions o of  the Addiss Ababa regiional ministe erial meeting on the LRA A, to:    i. strengtheen the operaational capab bilities of the countries  affected by the atrocitiees  of the LRA A,
