(XLIV) Page 1 COMMUNIQUE OF THE 44TH MEETING OF THE PEACE AND SECURITY COUNCIL The Peace and Security Council (PSC) of the African Union (AU), at its 44th meeting held on 29 December 2005, adopted the following decision on the situation in the Central African Republic (CAR): Council, 1. Takes note of the Report [PSC/PR/2 (XLIV)] submitted by the Commission on the security situation in the Central African Republic and the visit to the Region, from 25 October to 8 November 2005, by an AU Mission, as well as the additional information given to it; 2. Expresses concern about the persistence of insecurity in the North of CAR and the resulting displacement of people towards the South of Chad; 3. Commends the UNHCR and the NGOs present on the field for the assistance given to the Central African refugees in Chad and stresses the need to mobilise increased resources to enable the humanitarian agencies increase their assistance to the affected people; 4. Expresses satisfaction at the efforts made by the countries of the region and the Multinational Force of the Economic and Monetary Community of Central Africa (FOMUC), as well as by the United Nations, through the UN Office in Central African Republic (BONUCA), to address the insecurity and contribute to the establishment of the necessary conditions for the socio-economic recovery of the CAR and the consolidation of peace and stability in that country. Council pays tribute to the countries of the region and encourages them to continue to support the efforts of the Central African Government by maintaining the presence of FOMUC for the necessary duration, in order to restore security and stability. Council expresses its support to the efforts of the concerned neighbouring countries in addressing cross-border insecurity; 5. Appeals to the Member States and the Partners of the AU to provide FOMUC with the necessary means to strengthen its capacity and facilitate the smooth execution of its mandate, to contribute to the restructuring of the Central African Armed Forces (FACA), including the rehabilitation and building of the necessary infrastructures, and to support the concerned neighbouring countries in their efforts to address transboundary insecurity. To that end, Council requests the Commission, in close cooperation with the Executive Secretariat of CEMAC and the United Nations, to contribute to the sensitisation of the international community and to actively involve itself in the on-going initiatives of the neighbouring countries to address the prevailing insecurity;
