RESOLUTION ON SOCIAL AND ECONOMIC CO-OPERATION
The Assembly of Heads of State and Government meeting in Addis Ababa Ethiopia,
from 5 to 9 November1966,
Recalling the importance attributed by the OAU Charter to the problem of economic
and social co-operation specifically in Article 2, paragraph 1(b) and 2 (b), (c), (d) and (e),
Convinced of the need for the Council of Ministers to consider more thoroughly than in
the past the circumstances, problems and prospects of economic and social co-operation in
Africa,
Fully aware of the constructive contribution made by various multi-national African
experiments in economic and social co-operation to the continental integration called for by
the Charter,
After having taken note of the Administrative Secretary-General’s report on the
conclusions of various meetings of experts jointly organized by ECA and OAU on various
economic and social problems;
Taking into account the difficulties in the preparation of surveys required by the
Specialized Committees to which reference is made in various reports by the Administrative
Secretary-General,
1. DECIDES to convene, during the session of the Council of Ministers and
simultaneously with Committees A and B, a third Committee specially
commissioned to give detailed consideration to the various aspects of African
economic, social and cultural co-operation in order to recommend all common
action capable of speeding up progress in these fields;
2. INSTRUCTS the Administrative Secretary-General, to this end, to carry out
various surveys bringing to light the problems and prospects of African economic
