DECLARES TO:
1.
Ensure the establishment of a Single African Air Transport Market for African
airlines by 1st January 2017;
2.
Support the initiative of Championing States to open their respective air transport
markets immediately and without conditions;
3.
Develop binding guidelines for negotiation of air services agreements between
African States and Third Parties;
4.
Encourage African airlines to enter into cooperation agreements amongst
themselves;
5.
Accelerate the ratification of the Constitution of the African Civil Aviation
Commission (AFCAC);
6.
Eliminate all obstacles that may hinder the achievement of the objectives of the
AU Agenda 2063on boosting Intra-African Trade and Fast Tracking the
Continental Free Trade Area as regard to air transport industry;
7.
Provide resources to AFCAC to adequately carry out its activities as a
Specialised Agency on aviation matters and as an Executing Agency of the
Yamoussoukro Decision;
8.
Promote the development of regional and continental aviation infrastructure and
services in a holistic manner based on the policies and programmes of Regional
Economic Communities (RECs) and through the Programme for Infrastructure
Development in Africa (PIDA);
9.
Facilitate air connectivity by implementing the regulatory texts of the
Yamoussoukro Declaration;
10.
Harmonise legislation, promote free movement, remove all barriers and improve
safety and security in air transport operations;
11.
Encourage the establishment of regional safety and security oversight, strengthen
search and rescue as well as accident investigation organisations;
12.
Integrate in all national civil aviation

Take specific measures to ensure the sustainable financing and appropriate
management of the air transport sub sector and to create enabling conditions for
