PSC/PR/Comm(LXXXIX) Page 1 COMMUNIQUE OF THE 89TH MEETING OF THE PEACE AND SECURITY COUNCIL The Peace and Security Council of the African Union, at its 89th meeting held on 24 August 2007, adopted the following Communiqué on the implementation process of the Comprehensive Peace Agreement (CPA) signed between the Government of the Sudan (GoS) and the Sudan People’s Liberation Movement/Army (SPLM/A), on 9 January 2005: Council, 1. Takes note of the report of the Chairperson of the Commission on the implementation process of the CPA [PSC/PR/2(LXXXIX)], as well as the presentations by the Government of the National Unity (GoNU), the Government of Southern Sudan (GoSS), the Inter-Governmental Authority on Development (IGAD), South Africa, in its capacity as Chair of the African Union Ministerial Committee on the Post-Conflict Reconstruction of the Sudan, and the United Nations; 2. Reiterates its support to the CPA and stresses the need for all concerned to spare no efforts to ensure its successful implementation in both letter and spirit, in order to promote lasting peace in the Sudan and consolidate the unity of the country; 3. Welcomes the significant progress achieved by the Sudanese Parties in the implementation of the CPA since 2005, through, inter alia, the adoption of the Interim National Constitution and the Interim Constitution of Southern Sudan and the establishment of the institutions provided for in the Agreement, such as the GoNU, the GoSS and the States Governments, as well as the general compliance with the ceasefire; 4. Also welcomes the ongoing efforts by the Parties to address the outstanding issues in the implementation of the CPA, including the Abyei Protocol, the full redeployment of forces, the complete formation and deployment of the Joint Integrated Units, the demarcation of the North-South Border and wealth sharing, and ensure that all the necessary steps are taken in preparation for the forthcoming elections as stipulated in the CPA. Council urges the Parties, with the support of African Union member States, to intensify their efforts to overcome the delays in the full and timely implementation of the CPA; 5. Encourages the African Union Ministerial Committee on the Post-Conflict Reconstruction of the Sudan to intensify its efforts based on its mandate. In this respect, Council looks forward to the planned visit of the Committee to the Sudan and the recommendations that will be made thereafter on how African Union member States could contribute more significantly to the post-conflict reconstruction of the Sudan. Council urges the convening, at the earliest possible date, of the envisaged conference on Africa’s contribution to the post-conflict reconstruction of the Sudan and, in the meantime, notes with satisfaction the contributions already made by some member States towards the post-conflict reconstruction of the Sudan and encourages other member States also to contribute;
